In heterozygous, does the dominant allele always overpower the other?

If I understand your question correctly, then yes it will dominate. There are some diseases that are autosomal recessive. If a person ends up with the disease, that means they have both recessive alleles (for example, aa). If they had one dominant and one recessive (Aa), they wouldn't have the disease.
